Preface

Northeast Asia consists of seven main parts in six countries, namely, the Russian Far East, Mongolia, Northeast China, North China, Japan, the Republic of Korea (ROK) and the Democratic People’s Republic of Korea (DPRK). It is the most economically and culturally developed region in Asia and also one of the regions in the world top in economic vitality and energy demand. Northeast Asia has been facing severe challenges in ensuring energy security, protecting the environment, and coping with climate change, because of their high dependency on fossil fuels and oil imports.

The Global Energy Interconnection (GEI) is a clean energy-dominant, electricity- centered, interconnected and well-shared modern energy system. It is also an important global platform for large-scale development, transmission and utilization of clean energy. The establishment of the GEI is a key action to fully implement the UN 2030 Agenda and the Paris Agreement and is also effective in addressing climate change and achieving sustainable human development. As an important part of the GEI, the Northeast Asia energy interconnection (NEAEI) is the core content and important start of the regional cooperation in Northeast Asia. The NEAEI would strengthen the interconnection of the energy and electric power in the region, optimally allocate the energy resources and efficiently use the clean energy, deliver the sustainable development of the economy, society and environment in Northeast Asia, and promotes the economic integration of the region.

Based on the current situation and the characteristics of the energy and electric power development in Northeast Asia, this report proposes a blueprint for the energy and electric power development in Northeast Asia from the perspective of tackling energy challenges. The main emphases are laid on studying the driving forces of regional interconnection, the trends of energy and electric power development, the plans of developing clean energy and the patterns of regional power flow. These results are then used as the reference to design the NEAEI scheme and the key projects, and to systematically analyze the overall benefits of energy interconnection. In summary, the aim of this report is to provide solutions for the sustainable development of the energy and electric power in Northeast Asia.
