Xin Baoan said that the global climate crisis is intensifying and extreme weather events are becoming more frequent, while excessive consumption of fossil fuels remains a major cause of climate change. Accelerating the green and low-carbon energy transition and enhancing global climate resilience have become a shared mission for all humanity. China has continued to advance energy transition and built the world’s largest, safest, and most advanced ultra-large hybrid AC/DC power grid, providing a strong platform for the development and integration of clean energy. China has also supplied high-quality clean energy products and services to more than 200 countries and regions, becoming a leader and major contributor in promoting global energy transition and addressing climate change.

Xin Baoan noted that in 2015, Xi Jinping proposed the major initiative of building Global Energy Interconnection (GEI) at the United Nations Sustainable Development Summit, providing an important solution for promoting energy transition and addressing climate change. Building GEI will significantly enhance the climate resilience of all countries, especially developing countries. As an important platform for the large-scale development, transmission, and utilization of clean energy, GEI will continue to promote the reliable replacement of fossil fuels with clean energy to curb global warming at its source; improve the climate adaptation capacity of developing countries through inclusive and balanced energy supply; and build a climate-resilient security safeguard through deeper integration of energy and meteorological systems.

Looking ahead to global cooperation, Xin Baoan put forward four proposals. First, deepen green energy cooperation and accelerate large-scale clean energy development and power grid interconnection. Second, strengthen innovation-driven development and enhance research on clean energy, advanced transmission, new energy storage, and the integration of energy and meteorology. Third, advance standards coordination and share development achievements so that advanced technologies can better benefit developing countries. Fourth, build a fair and inclusive global energy and climate governance system, improve multilateral cooperation frameworks, and jointly promote sustainable development worldwide.

The conference was hosted by China International Development Cooperation Agency under the theme Action-Oriented: Building a Global Community of Development for All. It called on the international community to take joint action, play a constructive role in addressing global challenges and promoting global development, and advance the building of a community with a shared future for mankind.
